Criteria for participation:
- First priority to adult furthering his/her education or making career change; will award to recent graduate residing in health care area if no qualified applicant submits application
- Attending/planning to attend accredited school
- Possess good character, dependability and academic achievement
- Resides in Chisago Lakes or Wyoming area
